Legally it is 400' above ground level unless you have specific permission as light aircraft are not allowed below 500' unless they have specific permission. The idea is to keep a 100' safety buffer between drones and light aircraft at all times.

Do you know what the KP level was on the day you had the fly away. If it was over 5 then that is classed as an electromagnetic storm and can cause problems with gps lock. Your ST16 may say 14 satellites are locked in but they are not going to help in those conditions
You can have 20 satellites locked in on your GPS but if the KP reading is 5 or more it can still cause the GPS to fail and you will get a fly away. Get yourself an App such as Drone Buddy or UAV Forecast and they will tell you if it is a good time to fly or not. For example UAV Forecast...
Did you check the KP levels before you took off? If the KP is 5 or more you should leave your drone in it's case because you will not be able to depend on the GPS system to keep it on track.
