I should mention, I DID have to put h-elsner's tool into compatibility mode, Windows 7 mode, Running As Administrator.

We have successfully connected with Elsner's tool:

Same result with RealSense module disconnected. I have a replacement mini-usb board from the donor drone. I'm going to try replacing that to see if that fixes our predicament.
