Hi when charging the H+ batteries why is the mah not close to the 5250 as advertised? I understand that mah is a way to convert to time. Is the DY5 charger not fully charging? Here's some # 7900mah 4s/15.2v

2 cell 4.35
3 cell 4.35
4 cell 4.35

17.40 volts 4190 mah Why so low??
 
When you are charging a battery pack the mAh reading you see is what was added to the pack to bring it to full charge status.

That values can be good, you don't know the exact value they were prior charging.
The amount of supplied mA depends from initial value.
When batteries are in "storage", their charge in terms of mA is around 30%~35%, voltage 3,85V/cell.
In addition, as they age the batteries lose some of their ability to absorb and maintain the current.
Are these batteries new?
