CNN got a waiver!

Me guesses CNN is not insured by The Hartford... o_O
 
The article I had seen indicated it was a very light UAV with lots of prop guards and deformable props. Basically it was made so if it does hit someone there is a significantly reduced change of injury.
 
CNN was granted this waiver to fly over crowds in 2016... old news. And yes, they were also the first to get the kite-drone waiver

They got it for the SNAP - Preorder Snap Flying Camera from Vantage Robotics
Apparently, it is designed to break apart upon impact and it has caged props.

Anyone with enough money to be self insured and widely connected throughout the government bureaucracy can usually get whatever they want. There are several blanket waivers now, including an aerial company that has one for the Boston area. Realistically, if you have a safety history and all the types of documentation, safety and training programs, and at least the appearance of having a flight management department you could apply for and likely receive a waiver if you shown all the risks have been mitigated.
