@Steve Carr recently sent me an H520 that can be used to research your issue. So here goes:
Generally, the behavior described seems to match the behavior of a C23 mounted on an H520 when the drone was bound using the "Bind without camera Option", but the video was NOT manually bound using the PAD/Settings/WiFi menu.
If that is the case, bind the camera video using the PAD/Settings/WiFi menu.
If that is not the case, then more clarification is needed:
"The wifi board on the drone as I understand it."
I hear that one called the "drone receiver" or "drone SR24" most often. If it was working on the original HPlus board, it's probably still good.
"The c23 was showing on the controller and it showed as wifi connected just no picture"
What screen(s) are showing the C23 and the WiFi connection?
If this is the original C23 and the original ST16S, then all the hardware associated with the video picture is still the same. The C23 can be bound and viewed on an original or properly converted H520 ST16S when bound manually through the WiFi menu. That suggests the issue may be an incomplete firmware conversion to H520 or a difference in how you are binding.
Are you binding the C23 manually via the WIFI settings in PAD/Settings?

There is more than one way to bind the H520. I don't think the normal way will work with the C23 camera (did not spend a lot of time trying).
Did you use the "Manual Bind/Manually bind RC to vehicle (fly without camera)" option?

You can't use the C23 to do a normal update to the Drone/Camera. And there are no instructions currently developed for doing a manual SD card update for a system that is using a C23 mounted on an H520. Writing the instructions would take a while. Please try first to get video by using the Pad/Settings/WiFi option.
If that does not work, let me know and I will try to develop some instructions that will work for your current setup.
