The draft bill’s language would authorize the government to summarily track, seize control of and use force to destroy any unmanned aircraft it determines may pose a security threat to an area designated for special protection.

What's wrong with that? You shouldn't be flying there anyway.

Let's see how many places and how often and how many government agencies define a "special protection" areas. Which specific government agencies? What constitutes a special protection area and how do we all know where and when that is?
 
If you look at the charts there are many prohibited and restricted areas. If you fly a maned aircraft oner a prohibited area NFZ and you do not yield to ATC commands you will soon see a military aircraft on your tail. Keep flying and you will be shot down if the deem you are a threat.

I'm good with using FAA charts, preflights and NOTAMS and filing flight plans for drones. Hopefully that's what this is the intent but..... Got my ticket in 1986 and been flying and aircraft owner ever since and know and respect the regs. One problem will be when some Barney Fife type local PD decides they can enforce air regs that isn't within their grasp. Next problem, how would air traffic control, onsite tower or remotely operated center, contact you to give you real time direction/warning or even detect you? Add ADS-B, transponders or need a transceiver?
