A CPL usually functions best when it's rotation position is roughly 90* to the light source. CPL's are wonderful for hand held cameras but for an aerial lens that is constantly changing it's relative position to light on the subject matter the end results are undependable. A fixed neutral density filter is consistent in performance. A CPL an ND filter are completely different things and should not be confused. A good UV/Haze filter can act like a "light" ND filter as well but that's not the purpose they are designed for.
