Just an update on this thread. I MacGyver'd a charger following @DoomMeister 's example and successfully raised the voltage on my battery. It is now charging properly. :)
I don't think I'm handy or experienced enough to attempt that. Also I don't have a multimeter or wire splitter (well I do at work, anyway). That's why I'm trying to find someone to do it for me...
So far I've had two batteries mysteriously fall below the minimum voltage and now they're paperweights. With batteries becoming scarce, is there anyone on here willing to repair my batteries if I ship them?
Can you guys post the exact steps you are using and what version of Windows you are using? Also does your controller light up at all when you're doing the update to work? I've tried two computers and can't get it to work...
@nikono @DarylB wow that's a HUGE development!!! That's awesome! Unfortunately the update process did not fix the problem for me so I will have to try it on a different computer perhaps. Once I try it again on a different computer I will post back the results.

Now am I am seeing posts from people on Facebook groups saying they are experiencing the same issue. The only way this will be resolved is if more people call support and report it. They are playing it off as if it's not a common problem and even marked my support case as "user error."
