Does this happen even outdoors with a clear view of the sky?

Which camera is mounted?

One though might be a short circuit somewhere that is either drawing away power needed by GPS or is creating interference with the GPS.
1.) Is there another camera you could try to see if the issue is a camera problem or a drone problem?
2.) Is there another Q500 you could mount the camera to see if the issue is a camera problem or a drone problem?
3.) Do you know if there was a crash or if the shell was removed just before the problem showed up?

my thoughts is something wrong or short in camera , basically brand new , I don't have another to try or swap

It's a good bet you are right.
Do you have a multimeter you can use to at least look for an obvious short between the contacts on camera and/or drone?
Have you checked yet to see which camera is mounted?

the camera is a cgo3 I believe

It could connect two different ways, if the camera base has its 3 copper channels and on the drone it has the same 3 copper channels it can connect directly. Or you can connect it with a cable that comes with the camera. The cable bypasses the 3 copper channels, so?

Yes, right. You can use one or another alternatively or both in parallel. I would use the black cable only in the case if the conacts in the camera mount are defect which may happen in case of a crash where the camera has been ripped off the drone.
Keep the cable carefully as a backup! Store it somewhere where can find it later, not like me.
