I see on a post where files can be downloaded directly from the cgo3 camera using a browser address. Is the brouser address the same for the c23 camera?

The addresses are the same. They're not for downloading videos, but for live streaming the camera feed.
If you use VLC for them, you'll need to lower the buffer time significantly as the default is a few seconds. You'll want it around 100ms.
