I got lost in the minutae after the first 3-4 paragraphs, but I DID scan it to the end, looking for a premise. I never found one. A coherent premise should be set forth early in any article, and then followed by clearly worded verbiage supporting it. It just didn't happen, IMO. And I'm pretty literate...I think.
 
I read as much of it as I could tolerate. I use to be the DMIR (FAA empowered) for one of the companies I worked for and it was ticklish situation. You had to keep the company that you are working for on the straight and narrow in regards to the export of various technologies used in aircraft. Certain items could not go to certain counties because it did not meet the criteria of the regulatory agency of that country or other reasons. Forbidden technology that the US Government does not want to be sent to that country some of which had secret label.
Needless to say I was very familiar with reading FAA rules and regulations and knew what it was saying.
That article and the other hand to me seemed to be rambling and very loosely connected. One thing I will say is that the picture of the pigeon is off base, it should be a sleeping duck. If the meetings are not open to the public we are sitting ducks. Once they set the policy it is nearly impossible to get it changed with out court involvement.
