My notes: This could probably be a separate thread.
-Do you have an external charger to try charging the battery?
-Is this the only battery for the ST16? If not, is this the issue with the other battery?
-Did the battery go through a deep discharge or exposure to heat?

-Heb je een externe oplader om te proberen de batterij op te laden?
-Is dit de enige batterij voor de ST16? Zo niet, doet het probleem zich ook voor bij de andere batterij?

Measure the voltage of the battery with it disconnected from the ST16. If it is below 3.3VDC it may not charge while in the ST16 because the voltage is too low.

You can charge it using a charger designed to charge multiple battery types using an adapter cable to connect to the EC2 connector of the battery.

There is a possibility that there is a problem with the charging circuit on the ST16 or the USB port. See this post St16 battery dead? and those posted after it.

The icon is a plug. It should only appear if the USB cable is connected to a charger. Charging may tafe some time depending on the charger. I use a 5.1V 2A Raspberry Pi power supply as charger with good results.
95% looks good from my point of view.
