4k vs 1080

Shooting in 4K will allow you the ability to reframe, zoom in or to provide additional stabilization

I usually shoot in 1920/60, but just shoot in whatever gives you the results you want. Experiment.

Yes it can be done it's In the camera settings

no there is not a 1960x1080. its 1920x1080
