I know I'm reviving a dead thread, but did you ever get it figured out? After a crash I had to replace the main cable in my C23, and I'm having the same symptoms: pan axis intermittently spinning, but still have video feed. The other two axes seem to be unpowered. In making my repairs, I never messed with anything directly related to the pan axis.
