When I have a battery in the charger, one of the lights is blinking blue. Why is this and how can it be corrected?

If you want to be on the safe side, throw away this battery. If you are prepared to take risks (fire, explosion), you can try to bring the dead cell back up to a level that the charger will accept with short current surges from a power supply unit (approx. 4.5V).
This works in most cases, but the battery is always a risk when flying in the future. You must then observe the voltage curve in the flight logs very carefully (after each flight day).

Rather than shoving power into it with bursts, grab a cheap USB lithium cells charger module off eBay/Amazon... They're only a few dollars and very handy to have around for lithium cells.

TP4056 is the most common chip on them, so search for that. It will charge at the proper rates and cut off when full if you walk away.
