It means initialization is in progress. It should fail and go to rapid red flashing if initialization doesn't complete, so it's a little odd that it just keeps trying.
Put the drone on the GUI and post what you see. Screenshots would be really good, if you can.
A description of the crash, of the damage, and any repairs you have made would also help.
