Is there a way to save camera settings.

Is it possible to save the camera settings? Whenever I boot up the H, the CGO3+ reverts all settings back to default.

I wish there was a way, but, no. Currently it can't be done.

If only needing to change batteries for continued flight, the ST-16 can be left on during the battery change and the camera settings seem to be maintained.

Nope, once the ST16 is turned of , it resets to default, perhaps in an upcoming upgrade?

It also resets when yo switch from video to camera mode or vice versa.

This is a good point, and this is what I do. I get all set up with my first battery, only takes a minute or two to set all my setting then I leave my ST16 on for all of my flights. Hopefully this can be updated some day.
