Anybody figured this out, the effective date of Oct 3, 2016

Seems to be clearly for FAA folks.

I found it while applying on line for a CPO to fly in class D airspace.

The air space section has two checkbook, one by itself for airspace operations and one for an airspace waiver.

Maybe that's what is confusing me, lol.
