Yes it spins with the ST16 switched offThis might sound stupid, but does the camera spin on its own if you power it up while the st16 is switched off?
Im just wondering if the switch on the controller that sets the camera horizontal mode is set to constant speed instead of position, and the knob isn't centred. If so, the camera would just start spinning as soon as the control link is established (long before wifi connects and the image appears).
I have actually done this before and had a moment of panic, so I thought it might be worth asking in case it's that silly

No, it should not spin. There is no command signal if the ST16 is off, neither 2.4GHz ZigBee (which comes immediately) nor the 5GHz WiFi link which comes later.
When the camera is powered on without signal, it levels and look straight forward.
The only exception is that the ZigBee receiver SR24 in the drone still sends the last command for a while when the connection is lost (fail-safe mode). But this is only the case when you have ST16 and drone on, set pan mode to G and the knob somewhere outside the center and then switch the ST16 off, drone still powered on (connection lost --> fail-safe).
