can't find firmware downloads

Firmware Downloads are accomplished OTA (over the air -WiFi) thru the Flight Control app only, so the app needs to be running. Are you saying that the ST16S only boots up in Tablet mode with no flight control App?
If this is the case you may have a true problem.
The tablet is intended to launch the flight Control on boot up. If all you have is the Android tablet, press the Apps icon and see if you have "FlightMode2.0". If so press that icon and the Flight Control app should launch. If you do not have the "FlightMode2.0" app or it does not launch, this is a serious issue that someone else will have to help with.
It is wise to familiarize yourself with the manual before attempting anything. It is also wise to NOT consider the ST16S as a "Tablet". It is a flight controller, not a PDA.
