It's not uncommon for the landing gear to get jammed during shipping from rough handling. Remove the camera and props. Turn on both the ST16 and the H. After they are connected, turn the H up-side-down and cycle the landing gear switch several times. That usually frees them up.

If Steve's suggestion doesn't work. Remove the props, start the motors, apply throttle and lift the airframe from the front off the ground. Cycle the gear switch several times. You can also apply light pressure to the gear when you flip the gear switch. Place the airframe on the ground and hold the red button.

Or remove the two screws on each side that retain the landing gear, slide the gear out and back in again, re-install the screws. That frequently corrects minor contact alignment issues.
