My C23 Camera does not move

It shows that message when the latest raw update files are already stored on the controller. (Not necessarily installed.)
I do not recommend using the OEM update method. The SD card method described above has proven far more reliable for me.
Ok I will use the SD card methods you posted. I noticed when I checked my connection status, drone is checked out side of the BOX, while Camera is checked inside the box as shown in the following two pictures. Any issue with it? Thanks

No. That's normal.
got it. Getting ready to upgrade within SD methods, seems complicated but the steps you send seems quite clear, will let you know what happens. By the way, since I must upgrade it anyway , do you just recommend to grade to 2018 version since rest of them are, or to 2019 version (latest)? Thank you

I run Build 822 on mine. That is the latest official build. There are a couple of newer versions that were meant to correct gimbal Buzz or other issues that folks were having. Some reliable folks run them without issue. Other reliable folks had some issues. I don't need them, so I don't experiment.

Thank you for the advise, I agree, if I dont need them, dont update (news version).
 
Since I only need to update Auto Pilot: from V1.20 to the build 784 as the camera and rest are already 784, do I only need to download one of the three discs? if so which one should I download - Controller card app or Controller card firmware? See below. Thank you.

Disk 1, Camera card.
The camera card has the drone's autopilot on it.
Disk 1 also has the US version of the camera firmware. Your camera is currently on the EU firmware version, which takes longer to initialize and has less range compared to the US version. After the update, the letter in your camera version should change from E to C.

Thank you and this is very helpful. You mentioned the camera card has the drone's autopilot on it, others have suggested that to fly for the first few times without the camera (to avoid potential damage to the camera), do you advise to conduct initial flies without camera (of course after proper calibration)? Thank you

To clarify; The camera card has the Autopilot UPDATE FILE, not the actual Autopilot. The actual Autopilot is part of the drone.

Since you want to keep the existing firmware on the controller, the sequence should be:
1.) Do the camera card section of the update.
2.) Rebind the camera and drone to the controller if needed.
3.) Verify the new firmware versions are correct.
4.) Do the calibrations.
5.) When all calibrations are complete, ensure the camera is removed.
6.) Do a few test flights with NO CAMERA.

Just trying to update with Disc 1, everything went smoothly waited about 15 min making sure it is done updating , waited 5 more min after C23 turns solid green and no led flashing, trying to turn off the drone, it wont turn off this time as it usually do. Tried again and press and hold longer in case it was not long enough, drone wont turn off. So may be is it still updating so waited another 10 min, nothings is going on, trying to turn off, it wont. Wonder is anything is wrong. Thank you

Actually just shut it without taking out the SD card, only need to update the auto pilot to 784, now on my Romote Control showing Autopilot N/A, Camera N/A, Real Sense: N/A

Have you restarted the drone?
 
C23 Yellow just means no SD card in the C23.
Does the button shut down the drone now?
Are the revisions still displaying as N/A?
I can shut with botton now, version on auto pillot still showing V1.2, Camera and everyting else same as before showing 2018 version or 784, so maybe I failed to update with Disk 1, but it seemed easy to follow, copied the files, have it in C23, turn it on, wait till it does it thing, that was when it could not shut by pressing the drone botton, maybe shat is why I failed to update
