Time stamp

Noticed today for the first time that the time stamp on my SD card camera videos was off by 4 hours. Checked the settings in the box and the correct time was present. Also had selected the correct Eastern region, GMT - 4 hours EDT.
The time on the transmitter is correct but when I check the time stamp on the video it show 4 hours earlier than when I took it?? This is a newer SD card, 64GB and U3 formatted to FAT32. Anyone want to take a crack at this one?

It's a fault in the programming. I have seen this question before. There was an explanation as to why this was, but I can't recall all the specifics. Sometimes I can't recall what I had for breakfast. I do remember that it is the same thing every day.
