It is true that in the Hatteras National Seashore drones cannot fly without a permit. Also the town of Nags head restricts flying drones over beach areas in peak season. That leaves about 75% of the outer banks still open. Expect other towns to follow Nags head example. I seriously doubt if the entire outer banks will ever be restricted. And remember that flying over the ocean and taking aerial photos inland from the sea are not within a town, county, or national park domain, unless the park boundaries extend over the water, which in the case of CHNS is not the case
