The source pictures are done with a $50 clone action cam.
The cam & programs are 4K capable, but my PC is not, so I do everything at 1080p.
I converted the 7000+ 1080p JPG's to a video with a free program called "makeAVI".
Then edited the video with NCH VideoPAD.
It's cheap, but a little buggy.
EG: When stacking multiple effects on the same clip, the sequence they are added can crash the program.
A different sequence will work and the auto-save picks up where you left off.
I took a still shot of the floor plan, green screened it, sized, positioned & rotated it to overlay on the video.
It works if the rotation is done last.
The result shows in the aerial video at 3:12.
