What does this mean (rate slider)?

Someone educate me
I don't understand what elevation has to do with the rate slider.
I live at 5200 feet so have never flown below this elevation.

How does this effect me, what am I missing?

Page 7 of the manual says this

'Use the turtle position for the lowest control rates (best for first-time pilots and
required when flying between 5000 feet and 8000 feet Above
Mean Sea Level), and use the rabbit position for the highest
control rates (best for experienced pilots and can only be used
when flying below 5000 feet MSL)'
 
The rate controls the amount of tilt angle of the H when you go max right stick in any direction. At higher altitudes the thinner air means less lift so if you fly max speed the H may lose altitude. They are basically saying to be careful about flying fast at higher altitudes and haven't explained why.
