How do you get the the camera to bind to the st16 when you can't see the Wi-Fi. I keep hitting the refresh and nothing shows up... Thank you in advance

Couple things to check:
Is the green light flashing on the front of the camera?
If not, is ANY light showing on the front of the camera?
IF the green light is flashing, look at the WiFi on a smartphone, and see if the camera is showing up.

IF there is no light on the front of the camera, check the 4 wire camera power plug on the gimbal board. See "J" on the drawing below.

Tilt and rotate camera movement (Gimbal) is a completely different system from the "video" system. The actual camera gets it's power from the gimbal board downstream of all the gimbal related stuff. Other than the power, it's a direct link from camera to controller, without any association with the drone itself.

The CGo3+ power system is kind of a "power chain" thing. The Drone mainboard gets it's power from the battery. The Gimbal board gets it's power from the drone mainboard. The WIF board gets it's power from the gimbal board. The camera board gets it's power from the WIFI board. And the sensor (lens) board gets it's power from the camera board. The chain, of course, is only as good as the weakest link, which is sometimes a simple connector.

First thing to check is the plugs on the gimbal board. If that doesn't show anything, it looks like we will need to talk about the WiFi board itself.

Remove the camera from the H, clean the connectors, reinsert and then????

If the gimbal works as he said then the power, Rx and Tx are OK, with other words contacts are OK.
The most problematic piece is the tiny black 4-wire cable between gimbal board and camera. It is the one that ends in camera with the ferrite core. In most cases it is broken near the roll motor of the gimbal. Remove the cover there and have a look.
