Rendering 4k to 1080p

How do you do it to prevent jerky video, even on Vimeo? If I upload a 4k 30 fps to Vimeo it looks great, but rendering down to 1080p in Resolve for Vimeo, it isn't smooth.

What's the secret?

I soiled the video and it was just a test run (well all of mine are really), but why the jerkiness after rendering?

Before rendering, excellent.

If I don't render and post to Vimeo it's great. The video above, which I deleted, was done in 3860x____ 30 fps, then rendered to 1080p for Vimeo using the presets in Davinci Resolve.
